The problem is not finding skilled labor. The problem is willing to pay skilled labor what they are worth. It will be Americans being hired to do the job, it will take decades to develop the workforce and a culture change. Look at the TSMC fab being build in AZ, major indigestion going on. unx construction workers much slower than what the Taiwanese are used to back home. Can’t find enough skilled workers to staff the fab. The fastest and cheapest way to get it done right now is to commission the ships to be built in Japan and Korea until we have reached a certain numbers AND, at the same time, start to build shipyards back in USA. Two decades from now, we might develop a small expensive military ship building domestic industry

It is true that the US does have a lot of mothballed shipyards. But bringing them up to modern standards and equipping them, hiring the people (if there are even enough qualified people) and create the entire supply chain to reactivate these shipyards is a pipe dream. If the US can't even muster the organization, resources, capital to even re-scale their semiconductor industry up to match even a fraction of that China has, then what credential do they have to say they can do the same for these shipyards to match the capacity of China? At a lower cost, since they want to copy China's model of dual use for civilian and military? Fat chance.
